The victim that pressed charges for me is wanted to drop the hospital bills *restitution* is he allowed to do that??

Without knowing more, the answer is "maybe." It will likely depend on who paid the hospital bills. If the injured person paid a deductible on their insurance, $500 for example, then victim can say they dont want restitution on the deductible. However, your restitution may go to the insurance company that paid the rest of the bill. Victim can generally only decline to accept the part THEY paid, not necessarily the whole bill. If the judge has already signed the plea, changing the terms now might be all but impossible.
