I've filled a petition (I-730) to bring my husband to U.S. and it has been approved by the USCIS (Nebraska Service Center) and sent to the U.S. Embassy overseas in order to complete his interview process. but, recently the embassy has returned his case back to the United States (Nebraska Service Center). which confusing me how come the USCIS approved my petition and then the embassy turned it down!?
Note: my husband has two petition on his name with the USCIS, could this be the reason? since I filled a petition then, my layer filled anther one later cause he claim that my first petition was filled incorrectly. after that one these petition got approved and I worked on it and neglected the other.
Hire an immigration attorney to deal with USCIS, who will send you an intent to revoke.

yes having filed several petition as well as your husband's background and the country you both are from can be a reason for this issue. gather all your documents and visit an experienced attorney for advice.
