Tenants are supposed to move in but yesterday the 31st a big fight occured between tenant and landlord what do we do?

It all depends on the lease. The conduct that occurred may violate the right to quiet enjoyment of the premises.
You should consult with an attorney immediately. It seems as though escalated quickly and you want to have this lease terminated. This could be a violation of the right to quiet enjoyment.
Additionally, if the young men painted and cleaned the apartment for your mother and it is in better condition then they signed the lease in, you should consult an attorney to see if you owe them for their labor or not.
