If you are going to file suit then you should probably hire an attorney, in which case your attorney will advise you with respect to named parties.
However, if you are trying to handle this yourself name them both and let them fight about who owes it. Off the top of my head I would imagine that you would file against the property manager, since that is who you are in privity with. I would still name them both and let them argue to get dismissed.
