Someone hit my car on the rear passenger side, and know his insurance say it was not his fall, they are playing I did not do it.

If this incident only involved damage to your car (no personal injuries), then you should just submit it to your insurance company. Tell your insurance company that you think there is video surveillance of the area where the accident happened. If you want, you can ask the entity / business that owns the surveillance camera to keep the footage for your case. If you did sustain injuries, then stop screwing around and hire a personal injury attorney immediately.
I agree that there is no guarantee that there is any video. This is a dispute where you may require legal representation by a lawyer. At a minimum, contact your insurance company about this.
What makes you think there's a video? Not everything that happens is captured on video. Editing the practice area to "car accidents." Good luck to you.
