Hello. I recently started renting a house in Ybor. I have had many problems with my property management company concerning their time efficiency with my maintenance issues. I've had roof leaks, A/C problems, and my main issue at the moment is an underground pipe leak. My water bill has been extremely high for two months now. I thought I fixed the leak after I got the first water bill, so I wasn't expecting a second one to be high. The day I looked at my second high water bill, I called my property management company and told them there must be a pipe leak. It has been over two weeks now and they haven't dispatched any plumbing company or any company to fix my problems. They did dispatch a leak detector and he found the leak to be underneath my house. The detector came out on April 30. Haven't made any progress since then.
A water leak under a Florida house can be a problem. Generally it requires that the slab be jack-hammered until the leak is uncovered, then repaired and then the slab can be repaired and any floor covering reinstalled. This is expensive, takes time and creates a huge mess. If the house is not on a slab but is elevated then the repair is much simpler. You might have an argument that you've been constructively evicted and be able to break the lease. Speak to a local real estate attorney, even if you have to pay for a short consultation. Good luck.
DO NOT WITHHOLD RENT, unless you have retained a lawyer that specifically tells you to do so. You will need to retain a lawyer to do a proper notice to the LL before you do anything and then go from there.

You can ask for the LL to pay, and you can withhold rent. It's better, howvwer (i.e., instecd of acting unilaterally here) to ntalk to your mamager and negotiate some sort of discount on the rent while they fix the problem. That agreement should be in writing, and should be very clear. if you simply withhold rent (which you are permitted to do with proper notice) this can prompt an negative reaction (sometimes, the threat of eviction by the LL), and then things can get sticky. Would strongly suggest you consult ith a good local real estate attorney who can advise you properly, send the notice If that's what you decide to do) and then negotiate with the LL to allow you you terminate the lease, or seek a proportional diminution in rent, per the statute, whichever remedy fits the circumstances best.
