When I checked the CEAC website for the status of my US Immigrant Visa application, it said "At NVC". I have already submitted the necessary support documents to NVC and they said to wait 60 days for review. It has already been past the 60 day mark, though. The documents I have submitted only include those showing evidences of support. I did not include the civil documents. Will this delay my case? Should I expect a checklist? Without the civil documents, will the NVC still schedule an interview? Can my daughter just show the civil doc during the interview? Also, the Immigrant Visa fee has not been invoiced. Taking too long. Please help. Thank you.
If they asked for it at the NVC level, yes, otherwise she can bring those to the interview.

You need to literally follow the NVC instructions and provide them with all the information and documentation they ask for.
You must follow the instructions received from the NVC. The NVC provided detailed instructions as to what must be submitted and at what stage. I encourage you and your daughter to review all correspondence revived from the NVC. Failure to submit requested documents can result in processing delays.
