You should apply for SSI first and then contact an attorney. Attorneys do not typically fill out your SSI application for you. They can help with appeals.
In my opinion you should retain counsel as early in the process as possible. Many lawyers do help fill out the initial application and can help you avoid the many pitfalls along the way.
