Your suspension (If you were suspended by DMV) for refusing the test is a permanent notation on your driving record. Some insurers will no longer hold such a record against you after a period of time, it is up to them, but your official record stays with you. If you received the alcohol Education program and completed it successfully your criminal record will disappear, and you may even qualify for the AE program again after ten years of clean driving. Not so the record of your suspension which is an administrative sanction of the motor vehicle department and subject to their own appeal process. If you didn't appeal it is final and part of your driving record.
