I live in a rent stabilized building which has three apartments. The landlord finally got new garbage and recycling cans because I reported him to HPD & to sanitation because previous to that the landlord had broken garbage pails that he used for both recycling and garbage and they were constantly overflowing and had no lids. I want to know is the landlord responsible for putting recycling bags in all of the recycling cans and putting garbage bags in all of the garbage bags? Or is it the tenants responsibility to put their garbage and recycling out already in recycling and garbage bags before storing them in the pails?
