I am a green card holder. I am planning to leave the USA next month to look after my parents and return on Nov/2020. In this how can I process re-entry form. Can I do this from overseas US consulate?
No, you can not do the form I-131 at a US consulate. But, you can file while you're still in the US and have it sent to the US Consulate. (Just fill in page 3, part 3, item 6).
