I applied to renew/get my driver license in Lancaster PA using the 180 automatic ead extension. I passed the test but they could not give me license. I showed them my receipt and a printed paper/form from uscis link/page. But the supervisor still did not hear or grant me the permit. I get to work using this 180 day automatic extension but I cannot get a driver license. This does not make sense.
Drivers' licenses are an issue of state law, not federal law. Each law has its own regulations relating to the issuance (or not) of a driver's license. In PA, the rules can be found here: http://www.dot.state.pa.us/Public/DVSPubsForms/BDL/BDL%20Publications/pub%20195nc.pdf
They want the EAD, any may not accept a letter granting an automatic extension. So, you'll need to wait until you have a new EAD, or other form of acceptable documentation, or, try again at a different Driver and Vehicle Services office and ask to speak with a supervisor to explain your situation.
