Prior to initial decree , what would the court consider to reduce support for 1 child below 14% (due to financial hardship)?

You can, and technically are required, to submit a detailed financial statement pursuant to Chancery Rule 8.05. This will list your assets, liabilities, income, etc. You can likely obtain the form from the Chancery Clerk's office. You may wish to provide supporting documentation, such as pay stubs, bank statements, or even tax returns.
