I would also like to mention this particular neighbor has threatened to “Kill Me” in the past witnessed by residents. It is a two level complex, she resides downstairs below my apt. She has walked up to my apt. door banged on it for several minutes, I did not answer so she proceeded to bang on my window cursing until her hand bled. My neighbors said she was proud, laughing showing everyone.
Again I complained to Management which fell on deaf ears. 99% of the residents are professionals from Accountants, Cardiologist, Engineers at Northrop Grumman. We are all fed up with this individual.
I have never confronted or spoken to this individual but I am afraid the situation may worsen. I do not have quiet enjoyment as a resident.

You should report the threats and banging on your door to the police. If they believe or can substantiate your new claims, she could be charged and the DA could ask for an order of protection.
If you can substantiate these claims, you might now have enough for a restraining order also.
If everyone knows she has issues, then all those who heard the comments and laughed probably did not believe them. You could try getting a restraining order, but the conduct you describe is not likely going to be enough for a judge to issue one. A person is allowed to drinking alcohol. A person is allowed to make comments, even rude or insulting comments. As for mental issues, that is also allowed and may be beyond her control. If things turn violent or threatening, you might be able to get a restraining order. Without something more, there may be nothing you or even your landlord can do.
If it is too much for you to deal with, maybe your landlord will let you out of your lease.
