I want to put a stop of the distribution of my light pack for Cinema 4D, but people are just contacting each other over skype and sending each other the lightpacks) How can I report the infringers?
To enforce a copyright, it is the copyright owner's responsibility to (1) register the copyright in his work, (2) compile evidence of infringement, (3) identify and locate the infringer, and (4) file an infringement lawsuit. Most infringements do not warrant the high cost of this process -- especially since the monetary remedy for most infringements will be minimal.
IF the copyright owner locates an infringing copy of his work on a website then the owner may send the website owner and the company hosting the site a "DMCA takedown" notice. You, however, note that the light pack you created is being distributed via Skype.
In short, even assuming the light pack you created is copyrightable and you, alone, own the copyright there is very little you can do to prevent the file embodying that work from being distributed. You should have used a "digital rights management" tool to lock the file so that it could not be distributed or opened without an access code. Too late now. Google that phrase and learn how to do that for next time.
