Is he contributing child support for the child currently? Is there any question that he is the child's father? He may be attempting to determine paternity to get out of his obligations as a father. You should contact a lawyer before agreeing to anything.
If you go through DSS, a child support issue will arise, and he may be trying to avoid paying support for the benefit of the child if he is determined to be the father.

You may wish to discuss the circumstances of your past relationship and his recent requests with regard to this test with an attorney to have a clearer understanding of what may be going on. He may not want DSS involved for a variety of reasons, some legitimate, some not so. As suggested, it may be that he is attempting to avoid obligations.
