About 8 months or so ago I received a letter from the parking authority with around $500 in parking tickets to a licence place PA 000000. Well I have never had a vehicle, nor seen a vehicle that has all zero's. I have called their office 6-7 times and they give me the run around each time. I have even called the local DMV to see if they can send me a listing of all of my previous license plates but they can't. So now the parking authority is sending me to collections, and I have 30 days not to write the collections agency and contest this. I don't know exactly (other than what I have written here) what to write down to contest this. But the fact is, I didn't get those parking tickets, and I have never had a vehicle with that license plate.
Who is collections? This is a typical bureaucratic runaround, and what happened is the issuing officer put no LPN on the ticket, and it got entered into a computer as all zeros (GIGO). Your going to have to get to somebody who has some authority and knows what's going on. Good luck in finding that person. You may have to go down there and demand to see a supervisor. Doesn't sound like you're going to get anywhere with mail or telephone. Always remain respectful and calm in explaining this.
But don't delay because this could devolve into them issuing an arrest warrant for you, and you don't want that. It might make a great lawsuit for you if you get arrested on it.
How did 000000 end up getting sent to you.
All you have to do is dispute the debt to the collection agency within 30 days and they will have to provide you with more information about the tickets in order to satisfy the collection laws and proceed. My guess is this is "penn credit" as the collector. They are ruthless but dispute the debt in writing with the info you provided and then contact an attorney if you don't get any satisfaction.
Attorney Laputka advised you well. I would suggest you follow his guidance.
