I believe you can set the matter for a hearing. That is what you should do. Most attorneys do not handle parking ticket matters.

Parking tickets are a mess to challenge and it is typically not cost-effective for most attorneys to take these cases on.
In this case, you will need to take the matter to court in front of an actual judge (not some type of administrative hearing) to plead your case. You will likely need a detailed history of your mother's license plate to show it has never been registered to the car that was cited.
