Wages and any commission are deducted from worker's rent. No 1099 is issued. Worker does not include wages on IRS return. This sounds illegal to me. I feel uncomfortable reporting to IRS if that is correct.
The worker should report the rent deductions as income on his tax return. The landlord should issue a 1099. The fact they don't doesn't excuse the worker from reporting it. The worker may be an employee and then payroll taxes and withholding should be made.
