I received a carpool lane ticket when I was merging on the freeway and instead of the lane being on the left, this particular cp lane was on the right. It was the day before I moved and I completely forgot about the ticket. 6 months later I receive a call saying the ticket was sent to collections and I owe $886 and my only option is to pay. Is there anyway I can send this back to court or do I have any other options besides paying the full outrageous amount?
You can try to get the "matter returned from collections to traffic." Go to the traffic clerks office in South San Francisco (if this a San Mateo county case). They may reopen the case, and give you a new court date. If they do, ask the court to vacate the civil assessment and reduce the fine/fee.
