In California we would probably file in probate Court for Letters of Special Administration with specific powers related to obtaining medical records. This is essentially a limited probate. I am not admitted in Pennsylvania, so I too can only answer in general terms. Your husband can obtain letters of administration and obtain these records. There may be another type of "discovery" procedure whereby a Court would grant an order allowing you to obtain access to the records. You would need to consult with an attorney to determine if this avenue is available to you.
