I have applied for change of non immigrant status from H4 to F1 Visa last year on Nov 18th 2014. The USCIS site says the normal processing time is 6 months, its been approx 8 months now and i haven't received a response.I had put in a request to expedite as i urgently needed to travel out of the country but that request too was denied. A service request asking why there is delay was placed for which there has been no response from past 45 days. Another request has been placed now. Please let me know what can be done in a case where there is no response from USCIS regarding the reason for delay?
Could be anything from they lost your file to background checks that have yielded suspicious information. You should have an attorney review your filings and give you individualized advice. General information is not likely to help you.
There is nothing stopping you from traveling. When you decide to return you will need a visa, nonetheless.

If you have an I-20, the quickest thing is to travel home and pick up your F1 visa at the consulate. COS takes a long time; an attorney may be able to take additional steps beyond filing service requests but that will probably be expensive and may not yield results.
