I was on a J1 from Sep 2011 to Jun 2012. I went back to my home country and got an F1 to start school in Sep 12. 2012. I reenter the States on Jul 23 as a Tourist on my B1/B2 Visa and got on my passport the Annotation: No AOS / No EOS. My permit to stay is until Aug 22 and school will start on Sep 12, Must I go back to my country to be able to enter as a student?, Could my permission of entry as a student be denied due to the AOS/EOS Annotation on my passport? May I go to any other country before my I-94 expires or I must go back to my home country?
Actually, they did you a bit of a favor by not also putting in "no COS".
The best thing would be to leave the US and return using the F-1 visa ... no more than 30 days before school starts ... a COS (change of status) will take too long.

You can change status is you like. That would be no cos and they did not tell you that.
Leaving and reentering with an F-1 visa stamp is your best and fastest option.
