Backing out of my driveway is difficult because my neighbors truck is parked in his side of the street but the vehicle is completely in the road that my vehicle needs to back into in order access the street. Neighbor refuses to move and police explain no violation unless it’s during a parking ban.
Unfortunately, if it's not illegal to park there, then you are probably out of luck. Theoretically you could bring a private nuisance claim, but it wouldn't be worth the time and expense, and as long as you are not completely blocked from getting out I don't know that it would be successful. The best recourse here is to probably just try to politely and kindly explain to the neighbor and ask them not to park so close to your driveway.
