my mom the executer of the will which is one of my gramp's daughters tried to cremate him his only other living daughter will not sign off on the papers. so my mom went to court and got papers to get it done. mind you this other daughter has not spoken to the family in years. so he is just sitting in the memorial. I feel horrible about this and would like to know if we can just bury him instead with her signature? what do I do?

you will need to get a personal rep appointed and executory letters . If the family is fighting I recommend you bring in an attorney to handle the probate and the final wishes.
