We're sending the application for I-130 and I-485 this month, and she has no way of filing for her taxes now since she started working Spring of this year. Could she provide copies of her paystubs from her two jobs as proof of annual gross income?The job she got hired for in the Spring of this year was her very first job.
You are right. Tax return won't do good to prove the financial stability. Use the pay stubs and the bank statements to support the I-864.

She needs to explain why she did not file the previous 3 years and she does need to prove up her current income, which is what counts. She should provide an employer letter and I provide past 2 months of pay stubs (or more).
She actually needs to provide both. The most recent tax year income tax return is required.
