I haven't yet paid the fines or fees but my vehicle was moved from a fenced in parking lot to an open parking lot. Can I go and take my vehicle back since it is still my vehicle and still registered to me or will I get into trouble for theft?
no you can not take your car back even though you own it. There are actually laws put in place for this exact reason. Towing companies are legally allowed to seize your car for failure to pay fines. In some states, if you let it stay there long enough they may also be able to auction it.
