Got estimates from pest control companies
As a landlord, there is an implied warranty of habitability to provide habitable housing to your tenants. Landlords have the responsibility of paying to terminate pests that have not been introduced by the tenant. A tenant can even legally withhold or deduct portions of rent to remedy the bedbug problem, so it's in your best interest to have a pest control company to contain the situation and determine if bed bugs even exist.
If you can prove the tenant traveled somewhere with bed bugs or recently brought furniture onto the premises that caused the infestation, you may be able to shift the liability to your tenant. However, determining the origination of the pests is a difficult proposition. Perhaps the pest control company could shed some light on the origin of the problem, but if the origin cannot be proven, then you may need to foot the bill with your insurance or out of pocket.
