My roommates dog has had fleas for months, she isn't doing anything about it. They have infested the house, can she be evicted??

Assuming roommate is on the lease, you could talk to the landlord. If your roommate is creating a health hazard, the landlord can give her a warning with a reasonable time to treat the dog and the premises. If the roommate will not comply, the landlord would have basis to initiate eviction proceedings.
