Arrested by County, agreed to HOS CDS blood test (never issued holding my case for 4 reschedules.) Photos taken by me contradicts sketch report showed vehicle facing opposite street, blocking both lanes for illegal u-turn, sketch was entering traffic. Issued-Moving Violation. Is lawsuit possible for damages?

DWI in NJ is no moving violation points. But your insurance company gives its own INSURANCE points to determine your risk. And your insurance can double or triple after a DWI. It is up to the insurance company not "the law" or MVC points. And don't forget, you're paying a surcharge of 1000 dollars a year for 3 years to the state and if you don't pay they will suspend your license. DWI between insurance, points, surcharges and a lawyer can easily cost you 20,000 dollars over time (so I hope you spent well and got a lawyer to minimize your consequences).

I got to say, that given your record, I really think you should re-evaluate things, and try to get your life in order.
I'm not really sure what the question is other than whether a law suit was possible for your second case. That would be a question for your lawyer for that case. If you were found guilty, it's probably not going anywhere.
Your options to remove points will be a 2 point reduction from an online defensive driving course, waiting a year without incident and having 3 points removed. Sometimes there will be a class you are ordered to take that can remove more points. Best of luck!
