She asked us to come get her daughter stating she didn't want to be a full time mother. That her daughter was ruining her life. We drew up guardianship paper it was signed and notarized. A month or so later she told us she was pregnant and if we did not want it, we could give "it" away. He was born. She asked us to come get him after 2wks. It has been just over 3yrs. We have brought her out to see them. We have tried get her to keep contact with them. We asked her to allow us to adopt she said yes and then no. She now has twins. We haven't heard from her in 3 months. She does not support them in any way.
You have to file a case in court and serve notice on the children’s parents in order to get non-parental custody, which is granted by the court rather than given by the parents. If you can’t locate the parents or if the identities of the children’s fathers are unknown then there are procedures for publishing the notices in the newspaper.
