You have to file a case in court and serve notice on the children’s parents in order to get non-parental custody, which is granted by the court rather than given by the parents. If you can’t locate the parents or if the identities of the children’s fathers are unknown then there are procedures for publishing the notices in the newspaper. I do recommend that you seek assistance from an attorney who is experienced with these types of cases. Good luck to you.
