The mail box has been there over 18 years now they want it moved they called the state police and they said it stays because it's a rural route all mailboxes are on one side if the road and it's been there for 18 years now the neighbors say they are taking us to court
I took the liberty of moving your question to a different, I believe more appropriate, practice area. The matter you raise is not within my day-to-day practice, but having been licensed in PA for 30+ years I've been exposed to all sorts of legal problems. I non-expert opinion is that you have a very strong case in defense of any action your neighbor by institute. Having said that, let me caution you that it is really important that you consult with one or more local attorneys who are in a position to respond to your question competently. Having changed the Practice Area, I would hope you'll get some responses from such lawyers, perhaps one or more suitable local lawyers. Contact any or all such responders to talk with them. even if you're not now in a position to hire counsel to represent you or choose not to do so after consultations, you will be in a far stronger position having gone through that process. In the meantime, or in addition to waiting for appropriate responses, make use of the "Find a Lawyer" feature on this website. Enter "Land Use & Zoning" as the practice area and the geographical area where this problem arises. Your question, as I view it, designates "Northern Cambria County" as the area of origin. I would recommend simply Cambria County or perhaps a decent sized population center in an adjacent county, Blair, Clearfied, or Indiana. Good luck in your efforts, and be willing to devote some serious time to it.
