Every attorney is different and can charge what they want to. I would call at least three attorneys to get a fee quote for the 13 felonies. Generally, in criminal defense work it doesn't really matter how many felonies you are charged with, as the attorney will try to work out a plea agreement based on all of them. If $23,000.00 includes taking the case to trial, it is a good deal. I would think this type of case will settle though based on the fact that you either did, or did not, pay the sales taxes that were due.

I recommend calling a couple other attorneys. I normally review the complaint and other documentation in order to arrive at the most balanced and reasonable fee. The fee could be considerably less with some attorneys although it depends on variables that need to be discussed between attorney and client.
