The public defender is going to have to be his attorney unless you are prepared to spend an enormous amount of time calling and meeting with potentially dozens of criminal defense attorneys to try to convince someone to defend him for free.
NOBODY works for free, not even the Riverside Public Defender who will represent your husband. Odd that your husband was apparently busily defrauding and embezzling millions of dollars but now you expect an attorney to work for free? Good luck with that. There are some fine public defenders in Riverside County, but the customer service is generally lacking. There are no pro bono attorneys here on AVVO--we all need to get paid one way or another.
