My husband has a court warning, can he travel out the state?

He has a warrant. He’ll be arrested sooner or later.

Do you mean he has a WARRANT because he missed a court date? He needs to get that cleared up first; otherwise, he could get arrested and remain in custody for weeks while he is extradited back to California.
He could also face new criminal charges for failure to appear.
If he's healthy enough to travel, he's healthy enough to call his lawyer and go to court to clear the warrant.
If he has proof he was in the hospital, that's a good defense for the time he was in there... it's NOT an excuse for failing to contact his lawyer IMMEDIATELY and going back into court after getting discharged from the hospital.
