My fiance was deported back to Mexico about 2 yrs ago. If we get married in Mexico will he ever be able to come back legally?

The answer to this question would require a lot more information about your fiancee's immigration history, work history, time in country, criminal history, etc. The answer could be a flat "no way," or it could be "yes, in time." Sometimes there are waivers available, but unfortunately it really depends on the situation. The process can really be frustrating because there are so many variable. You really need to sit down and have an in-depth talk with an attorney who knows this area of law.
As you two have been together for ten years and he was deported two years ago, I am sure you know the reason but you neglected to include that in your question. It is critical information. Depending on the reason for the deportation he may or may not be able to return.
