My ex and son live in San Antonio, TX. She is remarrying soon and basically wants me my son travel with her and her husband. I've never seen or met him. So I am reluctant to give permission to travel with my ex and new husband. She has had a couple of opportunities for us to meet, and it hasn't happened.
If you are denying a request to sign a passport application, you should have a valid reason why, i.e. my ex has threatened to take the child out of the country and never return. If you have a valid concern, it sounds like you would like to meet her new spouse, then address it with your ex. See if you can get on the same page. If not, then court intervention may ensue.
