1. Assuming that you are located in the State of California, in which city and county are you located in?
2. So the biological mother and your biological daughter are located in the State of Arizona. When did the biological mother take your biological daughter to Arizona? How long have the biological mother and your daughter been in Arizona?
3. Were you and the biological mother married or unmarried?
If the child has lived in Arizona for more than 3 months, Arizona will have jurisdiction. UNLESS there is already a case here in California, then California has continuing jurisdiction. If there is a case here in CA, then a CA attorney is appropriate. If there are no orders here in CA, then Arizona has jurisdiction and you should contact an attorney there.
The case is still here if there was a case. However, if there was never a CA case, you would have to file now in the State of residency under the UCCJEA.
