I can only infer that “he only pays half” means he’s ordered to pay (nothing but) half the health insurance. I would first call the child support services people and see if they can assist you to collect this amount. If that isn’t possible I would go back to court and get a modification of the orders so that you can have them enforced.
You say he is ordered to pay half and then you complain that he is only paying half - what is it that you want him to pay? If orders are insufficient and fail to include appropriate supportable items, then file a Request for Order to modify support.
