My employer promised me a raise over 3 months ago, I've never received it.
Can they force me to work more hours? Am I entitled to my raise they promised? I have proof in emails stating that everything would be retroactive to our initial talk over three months ago.

Wisconsin is an "at will" state. This means that either the employer or employee can end the relationship at any time absent a contract. Your series of emails may be such a contract, with part performance on your part.
Can they fire you if you don't work more hours? Yes, absent a contract.
Can they cheat you by not giving you the promised raise? They can try.
You can sue them over the raise part or complain to Workforce Development. I wouldn't do this until you have a new job, though.
This is why there are (or used to be) unions.

There is not legal remedy that will assure you that your employer will treat you fairly going forward. I assume that you are an "at will" employee, which means that you can quit or be fired at any time. Thus, if you insist on working only 30 hours, your employer could say "we need 40 hours, so you're fired," and you would probably not have a viable legal claim against them for your firing.
On the other hand, you probably do have a legal remedy for the money that was promised in a raise and was not paid. If the raise money is not paid, the employer will have breached its promise. If you are not paid, you could make a claim with the DWD Wage and Hour Division.
