i am a shift manager and i was looking at the labor. I saw the time cards and i looked at it and noticed that my general manager had changed everyone's clock in and clock out time at some point.

This would only be unlawful if it resulted in non-exempt employees not receiving all pay for hours they worked. If this is something that is routinely happening, there would be a legal claim that is worth pursuing. If it only happened once, then it probably is not worth pursuing.
