You'll need to file a petition in the family court requesting this support. I recommend hiring an attorney to do so.
Absolutely. According to the NY law, child support ends when each child is 21 years old. There is basic child support which the non-custodial parent pays to the parent who has custody of the children. In addition to basic child support, there are "add-on" expenses which are shared by both parents in direct proportion to their incomes. Medical expenses and educational expenses are included in the "add-on" expenses which the parents must share.

You should consult with an experienced child support attorney to further advise you.
