My daughter traveled from Dubai to New York through Emirates airlines. They lost her baggage in New York. Now the case is handled by Dubai people. They are refusing to pay any compensation.
There are various treaties and/or conventions that cover air travel losses such as those suffered by your daughter that are complicated. I do not practice in this area but once took an online CLE course given by Alexander Anolik, Esq., a California attorney, who has significant expertise in this area. He can be contacted at this link: http://travellaw.com/page/alexander-anolik.
Note: I have no affiliation to or with Mr. Anolik and have never met him in person. I was just genuinely impressed enough by the CLE which he gave that I can recommend him without reservation.
