We were on sub metered billing for our water in our apartment building for about a year and a half. The landlord sent out a 30 day notice saying they would be switching over to RUBS (ratio utility billing system) starting Jan 1,2018. Our bill has more than doubled for same amount of water use. The bill doesn't state the formula to calculate the bill or any information just the amount due. Can they do this to us mid lease?
