In Texas, can harrassment charges be filed on someone who is sending letters telling their neighbor that they are reporting them to the police for a code violation within the city that both parties reside in? Also, letters have accused the recipient of smoking illegal drugs in their vehicle. The letter was 2 days 9one each day a week or so ago and then one every couple of months for the last 6 months. There's a total of 5 in the recipients possession.
You can file a complaint with the police any time you want. The police will investigate and determine whether they believe they have sufficient evidence to file charges. The kind of communication you are describing is far less than I have seen in any harassment case.
