Unfortunately since the kids are adults, there's not much the court can do to adjust the order. If his child's mother is willing to agree to reduce the amount or perhaps take a lump sum payment as full satisfaction he may be able to have it eliminated. He can possibly get his Drivers License reinstated by making regular consistent payments. He should talk with the CSEA caseworker about that option.
I agree with the other attorney who has answered but if the mom has been on public assistance, she may not have total control of any settlement. The case worker can provide information to her in that regard but the father should make sure that ALL obligations are satisfied and that this is reflected in a document accepted by the court!
