Hello, I filed I-130 for my sister and her family. The priority date for petition is 18Aug2003. The approval letter we got has notice date March 1 2004 so I assume thats the approval date.
Last year June we got welcome letter and paid visa fee, filled out DS-230 forms and submitted affidavit support documents and necessary documents. Now we are just waiting for the visa interview. My sister's daughter turned 21 years old (her birthday oct 19 1994)after paying visa fee and DS-230 form.
This month visa bulletin for May 2016 and shows 22July03 which is the same as April month and no changes in May. This month bulletin has note added about following month to retrogressed, possibly as early as June.
Now not sure when the priority date will move and if this will create an issue for my sister's daughter's visa (age out issue) even though visa fees and all paid up?
The age formulas in the Child Status Protection Act may help. If she ages out, your sister or another family member may need to petition for her. Consult with an attorney to determine your best option.

I agree with my colleagues ... meet with an attorney and ask him/her to calculate the CSPA 'age'.
