Hypothetically, if some one unknowingly committed coupon fraud for a total of roughly $30, across 3 stores, by reusing a manufacturer's coupon downloaded from their website, is there a way to get out in front of this before the law shows up? What should that person do? How concerned should that person be? Thanks

Unless the coupon clearly says it can only be used once, there's no fraud involved. Even if there was, the cops are unlikely to care and the store wouldn't waste the time and money to sue somebody over thirty bucks.
