No. The Statute of Limitations may apply if you were parked in the same spot since 2007 and only given a ticket today.
Failing to pay parking tickets can result in (1) the DMV suspending your vehicle's registration, making it impossible to re-register or transfer title until the tickets are paid. Also, the city can get a civil judgment against you for what you owe and seize your assets by freezing your accounts, liening your real property, and garnishing your wages. Civil judgments are only enforceable for 20 years from the date the plaintiff got the judgment against you. So in a sense the statute of limitations is 20 years from the date the judgment is entered.
