About 8 years ago, my girlfriend's ex-boyfriend took off with her car. She never really pursued action, but recently discovered its whereabouts. She still has the Title for it. Can she still recover it?
After this much time, there could be another title on the car.
Normally, the title holder can peacefully take the car. But there are likely problems with that theory since she waited 8 years.

Unless she released the title or signed a notarized affidavit of release the title should be in her name. You can run the plate number through the state website or towing company and find out if the title was changed. If the title is still in her name she can recover it , but she cannot cause a breach of the peace during the recovery.
